Prof. Hsing-Chung Chen received the Ph.D. degree in Electronic Engineering from National Chung Cheng University, Taiwan, in 2007. From February 2008 to July 2018, he had successively been the Assistant Professor and Associate Professor in the Department of Computer Science and Information Engineering at Asia University, Taiwan. From Aug. 01 2018–Jul. 31 2019, he has been Full Professor with the Department of Computer Science and Information Engineering, Asia University, Taiwan. Since August 2019–present, he is currently Distinguished Professor with the Department of Computer Science and Information Engineering, Asia University, Taiwan. From August 2019–July 2020, he was Chairman with the Department of Computer Science and Information Engineering, Asia University, Taiwan. Since May 2014–present, he has also been the Research Consultant of Dept. of Medical Research, China Medical University Hospital, China Medical University, Taichung, Taiwan. In addition, since Feb 2017–present, he has also been the Permanent Council Member of Taiwan Domain Names Association (Taiwan DNA), Taiwan. He had also served the Program Committee Chair of APNIC44 (Sept. 2017) organized by Asia-Pacific Network Information Centre (APNIC). Currently, he is the IEEE Senior member. He is also the member of Taiwan Fuzzy Systems Association (TFSA) , ICCIT, CCISA , E-SAM and IET. He had been awarded the Best Paper Presentation Awards and the Best Post Publications Awards by ACM ICFET 2020 and TANET 2018, individually. He had been awarded the Best Paper Awards by BWCCA2018, MobiSec2017 and BWCCA2016, individually. He was also awarded the Best Journal Paper Award by Association Algorithm & Computation Theory (AACT). His publications include 51 international journal papers (SCI/SSCI indexed), 12 international journal papers (EI/SCOPUS indexed), 2 international journal papers, 6 Patents (2 US Patents), 8 e-Books, 3 Chinese Books, 2 Chinese Journal papers , 6 Patents (2 US Patents), 8 e-Books, 3 Chinese Books, 2 Chinese Journal papers and 21 Chinese Newsletters, and Chinese Conference 14 papers, plus more than 100 international conference papers including 58 papers which had been published in IEEE digital library. He had been listed in the “World Ranking of Top 2% Scientists” created by experts at Stanford University, USA (Published: 19 October 2021). Currently, his research interests include Information and Communication Security, Cyberspace Security, Blockchain Network Security, Internet of Things Application Engineering and Security, Mobile and Wireless Networks Protocols, Medical and Bio-information Signal Image Processing, Artificial Intelligence and Soft Computing, and Applied Cryptography.
Currently, Prof. Hsing-Chung Chen is the General Chair of Future ICT 2022, NBiS-2021, IMIS-2021, Future ICT 2021, Future ICT 2019. Prof. Hsing-Chung Chen had served the General Chair of MobiSec-2017. He had also served the Program Committee Chairs of BWCCA-2018, MobiSec-2018, IMIS-2018, MobiSec-2016, IMIS-2015, CISIS-2013, IMIS-2013 and EMC-2012. Moreover, he was the Workshop Chairs of ITAUC-2017, SMEUCE-2017, BDITS-2017, NGWMN-2017, ITAUC-2016, SMEUCE-2016, BDITS-2016, NGWMN-2016, SMEUCE-2015, ITAUC-2015, BDITS-2015, NGWMN-2015, ITAUC-2014, NGWMN-2014, SMEUCE-2014, BDITS-2014, NGWMN-2012, ITAUC-2012, SMEUCE-2012, ATIMCN-2012, ATSME-2012, NGWMN-2011, ITAUC-2011, NCM-2010, NGWMN-2010 and NCM-2009; Publicity Chair of IMIS-2014, Workshops Chair of CISIS-2014, Track Chair of NBiS-2012 and Web & Local Arrangement Chair of ISIC-2012. Therefore, He has served on the Editorial Boards of up to 5 international journals including Associate Editor for International Journal of Engineering and Industries, Research Briefs on Information & Communication Technology Evolution (ReBICTE), Editor for Journal of Internet Services and Information Security (JISIS), IT Convergence Practice, and Research Notes in Information and Services Sciences (RNIS). Moreover, he also serves an Associate Guest Editor for IEEE Transactions on Industrial Informatics (IEEE TII) on the special section "Soft Computing Applications for Novel and Upcoming Distributed and Parallel Systems from Cloud Computing and Beyond." During 2018, he had also served an Associate Guest Editor for IEEE ACCESS on Special section “Recent Advances on Radio Access and Security Methods in 5G Networks.” Currently, he also serves a Guest Editor for Journal of Advanced Transportation on Special Issue “Data Analysis for Self-driving Vehicles in Intelligent Transportation Systems”. In addition, he also currently serves a Guest Editor for Energies on Special Issue "Smart Management Energy Systems in Industry 4.0". He has served as the Reviewer of more than 20 international journals.

陳興忠博士於2007年獲得國立中正大學電機工程專業博士學位。2008年02月起擔任亞洲大學資訊工程學系助理教授一職。自2013年02月,他升等為亞洲大學資訊工程學系副教授。陳興忠博士且於2018年08月升等為教授且於2019年08月起受聘為資訊工程學系特聘教授。他曾於2019年08月至2020年07月擔任資訊工程學系特聘教授兼系主任職務一職。2021年~2022年連續兩年陳博士獲選為“世界前 2% 科學家排名”(美國史丹佛大學專家創建的世界科學家Top 2排名)。2022年11月19日,經由美國電子電機工程師學會(IEEE)審核通過,陳博士為美國電子電機工程師學會區塊鏈台北分會(IEEE Taipei Blockchain Group/Taipei Section/Blockchain Initiative)台灣地區共同創始人。自2020年12月迄今,陳博士亦擔任美國電子電機工程師學會台北分會(IEEE Taipei Section)第23屆非支會會員代表。自 2014 年 5 月迄今,他還擔任中國醫科大學附屬醫院醫學研究部的研究顧問。此外,自 2017 年 2 月至今,他亦擔任台灣域名協會 (Taiwan DNA) 的常務理事。自 2019 年 4 月起,他成為 美國電子電機工程師學會高級會員(IEEE Senior Member)。他還是在全球五大區域性網際網路註冊管理機構之一亞太網路資訊中心(Asia-Pacific Network Information Centre,APNIC)邀請下共同組織的APNIC44(2017年9月,台灣台中)並擔任該會議程序委員會主席。陳博士曾擔任國際研討會議IMIS-2023、IMIS-2022、IMIS-2021、NBiS-2021、Future ICT-2019、Future ICT-2020、Future ICT-2021、Future ICT-2022、NBiS-2021、MobiSec-2017大會主席。近十三年間擔任國際會議職務超過60項。陳博士出版物包括77篇著名國際期刊論文(57篇SCI/SSCI索引;20篇EI/SCOPUS索引),6篇專利(含2篇美國專利),12本學術專書,24篇中文期刊論文,並參與國際期刊(SCI Indexed)編輯工作以及超過114篇國際會議論文(包括在IEEE Xplore發表的59篇論文)。他曾獲得ICFET 2020(ACM 2020)頒發的ACM最佳論文發表證書。他還分別獲得了 BWCCA2018、MobiSec2017 和 BWCCA2016 的最佳論文獎。他發表的論文曾被授予Association Algorithm & Computation Theory (AACT)最佳期刊論文獎。他是CCISA,ICCIT和IET會員。陳教授於2012年7月至2013年6月期間擔任TWCERT / CC通訊主編。為了取得更為重要的成績,陳博士在許多國際期刊上作出了貢獻。因此,他曾在多達5種國際期刊的編輯委員會任職,包括國際工程與工業期刊副主編,資訊與通信技術進化研究簡報(ReBICTE),互聯網服務與資訊安全期刊(JISIS)編輯,IT融合實踐和資訊與服務科學研究報告(RNIS)。此外,他還擔任IEEE Transactions on Industrial Informatics (IEEE TII)的客座副編輯,主題為“雲計算及其後的新型和即將推出的分佈式和並行系統的軟計算應用”。在2018年期間,陳興忠博士還曾擔任IEEE ACCESS的客座編輯特別刊物“5G網路中無線接入和安全方法的最新進展”。目前,他還擔任'特刊高級交通期刊'客座編輯“數據分析”智慧交通系統中的自動駕駛車輛”。此外,他目前還擔任Energies特邀發行人"工業4.0智慧管理能源系統"的客座編輯。他曾擔任20多種國際期刊的評論員。 目前,他的研究興趣包括資通訊安全、量子密碼學、區塊鏈技術、網路安全、智慧物聯網(AIoT)、行動和無線網路協議、醫學和生物資訊信號影像處理、可解釋人工智慧(XAI)和軟計算和應用密碼學等。
